We have democratic governments. What we don't have are government institutions able to deliver what the people really want. That is why democracy is in doubt today in Latin America.

The government's approach to demobilization allows paramilitary commanders to put on a show of disarming some troops. But the government has not truly attempted to dismantle their mafia-like networks, seize their illegally acquired fortunes or ensure a full cessation of abuses.

Man dies of cold, not of darkness.

A man does not die of love or his liver or even of old age; he dies of being a man.
