Certainly, we're not thrilled with the fact that the ship broke down. We spent a lot of money on it and certainly expected these things to be taken care of.

We also have to, based on limited funding that we have, ensure that our money is allocated (in a way) that will make the most difference the quickest. What we're seeing for some of these smaller markets like Newport News or Manchester, N.H., is the proliferation of regional jets that has resulted in both add volume and greater access to these markets.

We have a very fragmented (healthcare) system. The money may be spent out of one pocket, but the savings could go into a different pocket.

There's no question that it would save money in the long term, but we just don't have the short-term funding available.

Conventional wisdom says if you're getting a large refund, it's a bad thing, that you've lent money to the government for free for the past year. If your refund is the only way you can save, who's to say it's a bad idea? It may not be the best way to save, but it's better than nothing at all.
